Reasons for Exemption
California Public Resources Code Section 21080.57 exempts from the California Environmental Quality Act "any activity or approval necessary for or incidental to planning, design, site acquisition, construction, operation, or maintenance of public park or nonmotorized recreational trail facilities funded in whole or in part by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024," also known as Proposition 4. The Great Redwood Trail Master Plan of the Great Redwood Trail project commits the GRTA to implementation of the Great Redwood Trail as described in the Master Plan, and sets forth the parameters under which elements of the GRT will be designed, implemented, and operated, including segments completed and operated by GRTA and those spearheaded by partner entities. The Master Plan covers only those portions of the Great Redwood Trail in the counties of Mendocino, Trinity, and Humboldt, for which GRTA is the prime agency responsible for implementation. The Great Redwood Trail Master Plan is funded in part by the Proposition 4 bond, and its approval constitutes an approval "necessary for or incidental to planning, design, site acquisition, construction, operation, or maintenance of ...nonmotorized recreational trail facilities." It is therefore exempt from the California Environmental Quality Act (CEQA).
