The Project will be placed on currently bare land within an existing cluster of RD 108 office, storage, and maintenance facilities. Due to the nature of the building, construction solely requires pouring concrete and setting the metal building, then installing a small septic tank and connecting to existing utilities. The Project is exempt because it is only a minor alteration to the existing RD 108 facility under section 15301. The Project is also exempt because it will house employees, vehicles, and equipment that already exist on site and is incident to current uses. The building therefore qualifies as an "accessory structure" under section 15311. Finally, construction does not require any significant grading or the removal of trees, and the site has housed structures in the recent past. The Project can therefore be constructed without impacting the environment. Pursuant to section 15061(b)(3), CEQA only applies to Projects that may impact the environment.
