Project Justification: The San Joaquin County Community Park Fencing Project is being done to secure nine community parks that are most impacted by vandalism, illegal dumping, and theft. This initiative supports two of the strategic priorities established by the Board of Supervisors. The first initiative being supporting a Healthy Community by supporting investments in recreational infrastructure and programs to improve well-being for the community at large. The second initiative being Public Safety / Quality of Life by reducing illegal dumping. Scope of Work: The project will consist of: Gianone Park: 1. Installing two 5-foot-wide Americans with Disabilities Act (ADA) compliant egress pedestrian doors with necessary panic and door hardware. Door height to match new fencing. Door to swing out from property. Door lock must be able to accommodate County locksmithing. The door must be able to swing 180 degrees to lock to fence during open hours. (Vicinity Map Exhibit D Item #1) 2. Installing ¾ expanded metal on all pedestrian doors and side panels to prevent reach through from the outside. 3. Panic bar and hardware to be a Von Duprin 22 Series rim device with night latch and pull. 4. Installing two 20-foot slider gates with the necessary hardware, tracks, etc. They are to slide in the direction note. (Vicinity Map Exhibit D Item#2) 5. Removing existing chain link fencing. Saving materials for customer. Approximately 85 feet. (Vicinity Map Exhibit D noted in blue) 6. Installing approximately 277 feet of 6-foot-high chain link fencing. (Vicinity Map Exhibit D noted in purple) 7. Installing a 20-foot chain link swing gate (two 10-foot sections) with the necessary hardware. Gate to match existing chain link fencing. The gate will be built to swing into the park. (Vicinity Map Exhibit D Item #3) 8. Installing approximately 1,797 feet of tubular steel fencing. (Vicinity Map Exhibit C noted in Yellow) 9. Tubular fencing to be arrow point guardian style (or equivalent) 1 inch 14-gauge pickets, 2 inch 11-gauge rails, and 11-gauge (various size) posts. 10. All posts to be cemented in place per local code standards. 11. Depth and dimension of post holes to meet local code standards. 12. Caps to be installed on all posts. 13. Post anchor threads should not exceed 1 inch above hold down nut. 14. 2-inch bottom gap from ground to fence panel. 15. All fencing, gates, doors to be green. Environmental Setting: In these portions of the San Joaquin County, land usage varies but is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety with fencing around the community parks which will support a healthy community through reliable recreational spaces. Overall, community assets will be protected and there will be more reliability within the project area.
