Document Description
The project proposes roadway rehabilitation of existing street segments within the City Limits of Solvang that includes the following:
• Alamo Pintado Road rehabilitation from Viborg Dr. to north City limits.
The Alamo Pintado Road project scope includes cold planning five (5) inches of the existing pavement section and placing 5 inches of new hot mix asphalt (HMA) in the travel lanes. An additional 2 inches (cap) of new HMA from edge-to-edge across the roadway. Removal and replacement of the existing asphalt concrete dikes along the corridor and installation of permanent traffic striping, pavement markings and markers, and additional bicycle lane striping.
The following road segments are also included in the proposed project:
• Alisal Road rehabilitation from the intersection of Oak Street to Fjord Drive;
• Park Way from the intersection of Alisal Road to Mission Drive
• Alleyways including Soro, Odby, Aars;
• Molle Way from Alisal Road to Atterdag Road
• Second street from Oak Street to Elverhoy Way
• Manzanita Drive
• Ironwood Way
• Sandalwood Way
• Pepperwood Way
• Hickory Way
• First Court
• Juniper Drive
• Glen Way
• First Street from Fjord Drive to Juniper Way
• First Street from Juniper Drive to Manzanita Drive
• Fjord drive from Alisal Road to Pepperwood Way
• Fourth Street from Mission Drive to Elm Avenue
• Fourth Street from Elm Avenue to Laurel Avenue
• Fifth Street from Mission Drive to Atterdag Road
• Elm Avenue from Atterdag Road to Fifth Street
• Laurel Avenue from Fifth Street to Atterdag Road
The proposed improvements includes localized pavement removal and replacement (“digouts”) in selected neighborhoods in preparation for future slurry seals.

Reasons for Exemption
The project meets the requirements of a CEQA Article 19 Class 1 Categorical exemption “Existing Facilities” (Section 15301, Public Resources Code) as the project Class 1 consists of repair and maintenance of an existing facility (the identified roadway segments. The proposed project will rehabilitate existing city streets and will not include an expansion of the existing streets. 15301 (c) includes the following: Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes). The proposed project falls into this consideration.
