Document Description
The applicant, JJC CAPITIAL HOLDING, LLC, under Encroachment Permit 12-26-6-US-0027, proposes removing and replacing asphalt pavement in the parking lane next to the curb and gutter along Pacific Coast Highway (PCH) in Huntington Beach, Orange County. Within the Caltrans right-of-way (ROW), the applicant will install a new 2-inch water service connection, make related drainage improvements, and restore any affected areas. A new potable water connection and curb-connected drainage outlet are being installed to serve the adjacent property, which requires digging a utility trench and repairing the pavement. The work includes excavating a trench from the existing water main to the future water meter location, following City of Huntington Beach standards. Before backfilling, existing utilities will be protected and sand-shaded. The trench will then be filled with slurry, followed by base paving and final surfacing. The project also involves installing a residential lot drain that will discharge at the existing curb along PCH. Minimal temporary traffic control may be needed in the parking lane during work within Caltrans ROW. The project is privately funded, and the total disturbed area inside Caltrans ROW is less than one acre.
