Document Description
Repairs of the defective roadway, curb, gutter, and sidewalk areas. The project includes removal and replacement of approximately 500 square feet of asphalt roadway; removal and replacement of approximately 230 linear feet of curb and gutter; and removal and replacement of approximately 1,100 square feet of sidewalk and driveway approach. Three Stone Pine (Pinus pinea) trees will require removal as they will be severly impacted by required root pruning needed to complete the proposed street repairs caused by the trees. Six (6) replacement trees will be planted adjacent to the affected areas on a 2:1 ratio for the three (3) trees removed (Project). On April 15, 2026, the Board of Public Works determined that the Project was statutorily exempt from the California Environmental Quality Act (CEQA) and approved the Project.

Reasons for Exemption
On 04/15/2026, the Board of Public Works, as reflected in the agenda and staff report, FOUND that this Project is statutorily exempt from California Environmental Quality Act (CEQA) pursuant to Public Resources Code (PRC) section 21080.25 (Senate Bill [SB] 922). The Project is eligible for PRC section 21080.25 because (1) it involves removing trees in the public right of way that have damaged the sidewalks and adjacent street to repair them and, as a result, improves "pedestrian and bicycle facilities that improve safety, access, or mobility, including new facilities, within the public right-of-way" (PRC section 21080.25(b)(1 )); (2) it is scheduled to take place in March/April 2026 and, therefore, is being approved within the requisite January 1, 2023 to December 31, 2029 timeframe; (3) the local agency carrying out the Project, the City, is also the lead agency for the Project; (4) it will not induce single-occupancy vehicle trips, add additional highway lanes, widen highways, add physical infrastructure or striping to highways, add auxiliary lanes, demolish affordable housing units, nor exceed $50 million dollars; and (5) it is being completed by City forces only, and therefore does not need to meet the "skilled and trained workforce" requirement in PRC section 20180.25.
