Document Description
Demolition of the existing single-ply PVC roofing and installation of a new single-ply PVC roofing and metal flashing over existing roof insulation and address all roof penetrations to seal the roof to create a weathertight condition on the skywalk building. Replace skywalk door thresholds, seals, gaskets and repair frames. Replace all damaged gutters and downspouts at the detention center. Replace the skywalk's interior expansion joint covers. Replace old, weathered window seals along the skywalk. Replace the skywalk's hard lid ceiling, seal and painting of skywalk's walls and ceilings. If the budget allows, replace the roofing at Housing Units 13 and 14.

Reasons for Exemption
Pursuant to Section 15301, this project will provide routine maintenance/repair of an existing facility with no expansion of use beyond that which is existing. Section 15301 (a) refers specifically to interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Section 15301 (d) refers specially to restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. Pursuant to Section 15301, this project will provide for replacement or reconstruction of existing structures, existing utility and/or facilities. Section 15302 (b) refers specifically to replacement of a commercial structure with a new structure of substantially the same size, purpose, and capacity. Section 15302 (c) refers specifically to replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
