Reasons for Exemption
The project consists of roadside fuels reduction within the existing public right-of-way to maintain a critical escape route. This activity is exempt under Section 15301 (Class 1) as it involves the operation and maintenance of existing public street facilities with no expansion of use. It is also exempt under Section 15304 (Class 4) as it constitutes a minor public alteration to land and vegetation which does not involve the removal of healthy, mature, scenic trees. The scope is limited to thinning understory brush and removing dead, dying, or diseased vegetation to reduce wildfire fuel loads. A federal Finding of No Significant Impact (FONSI) has been issued, confirming the project will not result in significant environmental effects, and no exceptions to these categorical exemptions apply.
