Document Description
There are two contiguous landscape-scale shaded fuel breaks on land managed by BLM at Lily Gap. Unti 1 covers 157 acres and was completed July 2013. Unit 2 covers 200 acres and was completed in April 2017. Brush regeneration and tree mortality have compromised the functionality of the original Shaded Fuel Breaks. The purpose of this maintenance project is to employ mechanical masticators to treat the understory vegetation to restore the functionality of the Shaded Fuel Break of Unit 1 which is approximately 161 acres. To extend the maintenance free period, herbicide will be applied to undesirable regenerating vegetation. The maintenance treatment for Unit 2 will follow.

Reasons for Exemption
The project requires a California Environmental Quality Act (CEQA) analysis because it is funded by the Sierra Nevada Conservancy (SNC), a State Agency. To satisfy this requirement, the Calaveras County is adopting the NEPA analysis described below to satisfy CEQA requirements using the AB211(5) waiver.
This project requires a National Environmental Policy Act (NEPA) analysis because it is on federal land. This Lily1 land is administered by the BLM Mother Lode Field Office (MLFO) which is the NEPA lead agency. This office has adopted the BLM SWFT Programmatic Environmental Assessment (pEA) dated August 2023 which focuses on WUI Fuels Treatments. The MLFO has written a Determination of NEPA Adequacy (DNA) to assure that the Lily Gap project aligns with the pEA. A Decision Record (DR) was signed on 5-Aug-25.
