Document Description
The Wilmington Q Street Local Urban Area Flow Management project (Project) involves the installation of modular wetland systems, repair or replacement of existing sidewalks, addition of permeable concrete sidewalks and biofiltration planters, incorporation of drought-tolerant landscaping, construction of ADA compliant ramps, a crosswalks and a new median. These improvements will reduce the risk of flooding during storm events and mitigate dry weather flow, while providing water quality benefits to the region. Project beneficiaries include residents, students of Phineas Banning High School, as well as water quality improvements to the Dominguez Channel Watershed Management Area.

The proposed Project is exempt from CEQA pursuant to State CEQA Guidelines Article 19, Section 15301, Class 1 (c) Existing Facilities for minor alteration of an existing public facility used to provide stormwater conveyance and minor alteration of an existing street and sidewalks with negligible or no expansion of use; Section 15303, Class 3 (d) New Construction or Conversion of Small Structures for construction of limited new, small structures including construction of new, small stormwater conveyances structures; and Section 15304, Class 4 (b, f) Minor Alterations to Land for the minor public alterations of the condition of vegetation which do not involve removal of healthy, mature, scenic trees including new gardening or landscaping and minor trenching and backfilling where the surface is restored.
