Document Description
The project site is located at Hilltop Park, 780 Hilltop Drive, in the City of Chula Vista. Between December 31, 2025 and January 1, 2026, the San Diego region experienced a significant rainfall event. According to the park’s on-site rain gauge, approximately two inches of rain fell during this period, overwhelming the capacity of the existing concrete channel. As a result, approximately 250 linear feet of the concrete channel washed out and buckled. The intense flows also eroded and undermined the channel side slopes adjacent to the failure area, raising concerns about potential slope collapse and damage to the nearby public parking lot.
The City of Chula Vista proposes to restore the damaged drainage infrastructure to its pre-failure condition. Specifically, the project will repair and replace approximately 250 linear feet of the failed concrete channel to restore the original alignment, grade, and hydraulic & structural capacity. In addition, the channel bank slopes within the failure area will be regraded, stabilized, and backfilled to pre-failure conditions to prevent further erosion and undermining of the channel. The work is limited to restoring the channel and bank slopes to their original function and alignment, with no expansion of capacity or modification beyond what existed prior to the storm damage.
