This is an action by City Council to authorize the City Administrator to enter into a Purchase and Sale Agreement, and take other actions associated with the City's negotiations to sell real property commonly referred to as the "Coliseum Property" at 7000 Coliseum Way. This action is not subject to CEQA because it involves government fiscal activities, which do not involve any commitment to any specific project that may result in a potential significant physical impact on the environment (Section 15378(b)(4) of the State CEQA Guidelines). The action is also exempt under the provisions of CEQA and the State CEQA Guidelines because the transfer of ownership of interest in land does not include any activity or change in the existing uses or condition of the property that has the potential for causing a significant effect on the environment (Section 15061(b)(3) of the State CEQA Guidelines). The City has not yet made any land use decisions regarding the property, and has not considered or reviewed any project or change to the property's current use or condition in any way. If and when AASEG Land LLC decides to use the property for any specific project, the City will then consider the owner's project application and undergo CEQA analysis then.
