Document Description
The Office of Design A is requesting environmental clearance for a financial contribution only (FCO) project along State Route 107 (Hawthorne Boulevard) from post mile 0.0 to 4.8, beginning at the southern end of the City of Torrance at the intersection of SR-1 (PCH) and SR-107 and extending north to Redondo Beach Boulevard near the SR-107/SR-91 intersection. The purpose of this FCO project is to transfer ownership of this segment of SR-107 to the City of Torrance, allowing the City to better serve its community. The need for the project results from the fact that this portion of SR-107 no longer functions as an interregional route and instead operates like a typical city street, while the State continues to incur capital, operational, and maintenance costs, as well as exposure to tort liability, despite the route no longer serving its original intended purpose. The City of Torrance will be responsible to comply with CEQA and other applicable laws for any improvement to the relinquished segment.
