Document Description
The applicant presented a Similarity of Use request to the Planning Commission on December 18, 2025, to determine whether the proposed Interim Recuperative Care and Transitional Housing facility is consistent with uses permitted within the Imperial Center Specific Plan Area. The request stated that the proposed operation is functionally comparable to an extended-stay hotel with integrated social services, a use already contemplated under the Specific Plan. It was determined that the proposed project is subject to the same review framework applied to hotels and transitional/supportive housing projects within the Imperial Center. Therefore, the applicant is requesting a Conditional Use Permit (CUP#26-0001) to operate an Interim Recuperative Care and Transitional Housing facility within the Imperial Center Specific Plan Area. NHHA’s CalAIM (Care Continuum Leveraging California Advancing and Innovating Medi-Cal) program provides day habilitation, recuperative care, short-term post-hospitalization services, community health worker services, a sobering center, enhanced care management, behavioral health services, and street medicine. The ultimate goal of the Care Continuum is to secure permanent housing and long-term housing stability for each client. Housing services may be extended for an additional six (6) months after the initial 90-day recuperative care period has expired. The facility will encompass approximately 27,000 square feet, consisting of three 9,000- square-foot suites within two separate buildings. The facility is expected to serve approximately 80 to 100 clients and employ up to 50 locally hired staff members. Operations will be conducted 24 hours per day, seven days a week.
