This action is to authorize an agreement for long-term exchange of surplus water supplies to enhance reliability and meet water demands. The purpose of the agreement is to set the terms and conditions for water delivery and/or exchanges between the Water Authority and Eastern Municipal Water District. This Agreement is not a “Project” under the California Environmental Quality Act (CEQA) (Cal. Code Regs. Tit. 14, § 15378). The action is an agreement to authorize long-term exchange of surplus water supplies which will not result in a change or expansion of current use and would not result in any potential for a direct physical change in the environment. Additionally, this agreement is exempt from environmental review pursuant to CEQA Guidelines Section 15061 (b)(3), the "common sense exemption".
