To allow a temporary Special Use Permit (SUP) No. PHSU-26-5 for a City-sponsored movie-in-the-park screening series (“2026–2030 Movies in the Park”) to occur annually from 2026 through 2030, with one screening per month from June through September, each evening beginning shortly after sunset and concluding by approximately 10:00 p.m. The movie series will consist of a portable screen, speaker system, an ADA-accessible mat, and a refreshment booth offering popcorn and soft drinks along Hueneme Beach Park’s sandy beach, generally south of Parking Lot “B.”

The proposed Special Use Permit for the “2026–2030 Movies in the Park” series is deemed categorically exempt from review under the California Environmental Quality Act pursuant to California Code of Regulations, Title 14, §15304 and §15323, as it involves temporary use of public facilities for community events with no permanent alterations to the site or expansion of use. All event structures, including the portable screen, speaker system, and refreshment booth, are temporary and removed following each screening. The screenings will occur on an already developed public beach and parking area. For these reasons, the project qualifies for a categorical exemption and is, therefore, exempt from further CEQA review.
