Document Description
Modoc County proposes to resurface/rehabilitate the existing County Road 01 to address Modoc County Local Road Safety Plan, 2021 (LRSP) issues and improve the quality and lifespan of the pavement surface. Total length of the project area is approximately 11 miles. By improving the pavement surface an increased pavement friction can be realized. The project also anticipates incorporating roadside warning signs. Within the town of Fort Bidwell, traffic calming measures including restriping the roadway to narrow the lanes, painting existing roadway shoulders for pedestrian use, and painting pedestrian crosswalks within existing pavement.

Reasons for Exemption
The project is consistent with Section 15301(c) exemption as the project is the minor alteration of existing public infrastructure with negligible or no expansion of use. 15301(c) provides an exemption under CEQA for the modifications of existing highways and streets for the purpose of public safety, and does not allow for the creation of additional automobile lanes. The project will resurface/rehabilitate the existing County Road 01 to address safety issues and improve the quality and lifespan of the pavement surface and is therefore exempt.
