To authorize the Hueneme Beach Festival, a two-day community festival proposed to occur annually on the second weekend in July for a five-year period beginning in 2026, with each day’s activities from 10:00 a.m. to 8:00 p.m. The 2026 festival is scheduled for July 11 and 12, 2026. The festival will consist of one main stage with live entertainment, food, and general retail vendor booths, an arts and crafts area, a carnival, and alcohol booths in Hueneme Beach Parking Lots “B” and “C,” located at 550 E. Surfside Drive, and along Oceanview Drive.

The proposed Special Use Permit for the Hueneme Beach Festival is deemed categorically exempt from review under the California Environmental Quality Act pursuant to California Code of Regulations, Title 14, §15304 and §15323, as it involves the temporary use of public facilities for community events with no permanent alterations to the site or expansion of use. The event will occur on an already developed public beach and parking area, and all festival activities, including stages, vendor booths, and carnival rides, are temporary and removed following each annual event. For these reasons, the project qualifies for a categorical exemption and is, therefore, exempt from further CEQA review
