Document Description
Widen southbound SR-63 to the west of Mooney with pave-out, new cub/gutter, and sidewalk from Cartmill Ave. to Ribolla Ave. Extend existing median improvements south from Cartmill Avenue to Ribolla Avenue. Install signage, striping, and markings as required in support of the widening efforts. Relocation of traffic signal poles and related equipment (appurtenances) at the southwest comer of Mooney Boulevard and Cartmill Avenue. The Project would provide a public benefit, particularly to southbound vehicular traffic along the Mooney Blvd. condor. between the Cities of Tulare and Visalia.

Reasons for Exemption
The intent of the project is to improve safety and southbound traffic flow along the Mooney Boulevard corridor. The project is also consistent with City of Tulare 2035 General Plan policies, Transportation and Circulation Element, and would comply with Caltrans' highway right-of-way widths and pavement standards (including Caltrans encroachment permit requirements). Therefore, as noted in the earlier project description, the use of Section 15301(c) is applicable and appropriate for this project.
