Document Description
The work consists generally of construction including: Survey and mark-outs, traffic control and public convenience and safety barricades / plates / signage / ventilation / lighting / power / shoring (with related wet stamped engineering) and jacking, cleaning of existing pipeline as required, performing CCTV inspection of existing pipeline prior to lining process, performing point repairs, performing CIPP trenchless lining, replacing pipeline, re-establishing tie-ins / laterals, jacking depressed sections of pipe into place or re-rounding into place, performing CCTV post lining inspection, related concrete / concrete reinforcement, slurry, and grouting activities, restoring all damaged improvements as a result of any construction activities, construction dewatering, removing spoil material, and compliance with all applicable storm water pollution prevention (NPDES) requirements and BMPs.

Reasons for Exemption
- The project is consistent with the City of Escondido Zoning Code and General Plan, and no variances are required. The existing storm drains are located within developed areas of the City, which have all services public utilities, and access available on site.
- The project involves the repair, maintenance, and minor improvements of existing storm drains throughout the City. The work will include repairs and minor, incidental improvements, which constitute negligible or no expansion to the existing use.
- The rehabilitation work is considered a reconstruction of existing storm drain infrastructure. The improvements will be located on existing storm drain facilities, and will serve the same purpose and capacity of the existing infrastructure. Approval of the project would not result in any significant effects relating to traffic, air quality, or water quality.
- The existing storm drains have been completely developed, and has no value as habitat for endangered, threatened, or rare species. The proposed development would not have the potential to cause an adverse impact on the environment, and is not subject to further CEQA review.
- Furthermore, none of the exceptions listed under CEQA Guidelines section 15300.2 apply to the proposed project. The project is not located in a particularly sensitive environment, does not have an impact on an environmental resource, nor is it of a hazardous or critical concern. The project will not result in a cumulative impact from successive projects of the same type in the same place, over time, given the proposed project is consistent with the General Plan policies which were addressed in the General Plan Final EIR. There are no unusual circumstances surrounding the proposed project that would result in a reasonable possibility of a significant effect on the environment in that the area of impact will not be significantly disturbed with construction activities and has been previously disturbed with infrastructure development. The project will not damage scenic resources, including trees, historic buildings, rock outcroppings or similar resources, because the proposed project would be located on a previously disturbed area of the storm drain infrastructure. The project area is not environmentally sensitive as it is a previously disturbed site, and no significant construction will occur as a result of this project.
