Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Indoor commercial cannabis license submitted on 11/25/2025, by 277 Allstars. The Project will consist of specialty indoor cannabis cultivation facility within a 12,000sqft building that has been authorized to cultivate and process cannabis plants. The project will cultivate 5,000sqft of mature cannabis and 783 sqft of immature canopy. Water is served by Colusa Industrial Properties Inc and energy will be served by PG&E. The project site was previously occupied by a different commercial specialty indoor sized cannabis business that is no longer licensed or operational.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 Categorical Exemptions are consistent with applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations, occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses, has no value, as habitat for endangered, rare or threatened species, would not result in any significant effects relating to traffic, noise, air quality, or water quality, and can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
