Document Description
The project consists of, in general, testing an existing private well for its capacity for public use, and if successful, performing improvements to complete conversion into a public water source. If the well can be converted, it will be purchased and a permanent well easement will be acquired, tentatively anticipated to have an approximate area of 50 feet by 50 feet. The well would be over-drilled, if needed, and permanent water lines would be installed to connect it to an existing water storage tank, which would be located within a previously disturbed access easement area. The permanent water lines would be installed approximately 3 feet below ground surface and extending for approximately 400 linear feet. A new annular seal would be installed at a depth of approximately 50 feet. A new well head and protective well shed would be built. New electrical services would be installed to power the well and separate well power usage from the existing private residence. Any appurtenant work will be completed as needed. No trees or vegetation will be removed for this project. No road closures will occur as part of the project. The proposed project is consistent with the County's General Plan.

Reasons for Exemption
This project involves testing an existing well for its capacity for public water supply; property acquisition if the well is deemed suitable; well improvements such as over-drilling the well and constructing a well shed; water line installation to connect to existing storage tanks; and electrical improvements. This meets a Class 3 Exemption under CEQA Guidelines Section 15303 which allows the installation of small new equipment and facilities and the conversion of existing small structures from one use to another where only minor modifications are made to the exterior of the structure. Section 15303(d) exempts water main and utility extensions. Therefore, it can be determined that this project would not result in a significant impact on the environment.
