Document Description
Avenida Calafia currently lacks pedestrian and bicycle infrastructure along most of its length. As a result, pedestrians, including beachgoers carrying belongings, must walk within the roadway alongside bicyclists and vehicles to access the beach. The project proposes a variety of multimodal improvements along Avenida Calafia consisting of new and upgraded pedestrian facilities (sidewalk infill, curb ramps, crosswalks, bulb outs, and localized landscaping enhancements), bicycle facilities (a combination of new bike lanes, shared lane markings, and traffic calming measures such as a slip lane closure), and vehicular and pavement upgrades (travel lane narrowing, parking reconfiguration, pavement resurfacing, selective full depth rehabilitation and replacement/extension of curb and gutter). The project also includes installation of two new streetlights on the south side of Avenida Calafia. These proposed improvements would enhance pedestrian and cyclist safety; improve connectivity and access to San Clemente Stale Beach, campground, and Beach Trail system; and close a key gap in the City's existing bicycle and pedestrian network. As such, the proposed improvements have been designed to meet the purpose and need of the project, as stated above.

The project does not widen, realign, or increase the capacity of the roadway and would not expand its existing use. It maintains current vehicular circulation while improving safety and multimodal access. The project also meets all the exceptions under CEQA Guidelines Section 15300.2. A Categorical Exemption Memorandum and supporting technical reviews are on file at the City of San Clemente Public Works Department.
