Document Description
This is a request for the City Council to adopt a Resolution to declare that the small City-owned 28th Street vacant lot (0.06 acres) is exempt surplus land in accordance with the Surplus Lands Act (SLA); and authorize the City Manager to file the Resolution with the California Housing and Community Development Department (HCD) as soon as practicable but under no event later than thirty (30) days prior to the disposition of the property, and take action as necessary or advisable to implement this Resolution to qualify the site for SLA exemption and negotiate a ground lease for the property. The intent is to implement the City’s certified 6th Cycle Housing Element Program 3B plan to build affordable housing.

Future proposed development of the site will be subject to further evaluation under CEQA. The proposed exemption is not subject to the exceptions set forth in Section 15300.2.
