The permit regulates intermittent discharges of secondary treated wastewater through a shallow-water outfall to Old Alameda Creek during extreme wet weather, which could occur up to 12 times per year. The permit also allows flap gate maintenance exercises up to twice per year during the wet season, not to exceed 140,000 gallons per discharge exercise.
