Document Description
To hydrotest a 12-inch diameter T-172A gas line by excavating six bell holes at Locations A, E, and Fand keeping them open for approximately 12 weeks. All excavations are above the design water surface elevation and will be backfilled using the excavated materials and will occur in one-foot lifts with 90% compaction. The gas line is authorized under Permit 2384. All work including excavation and backfill will be performed in accordance with California Code of Regulations (CCR), Title 23, Division 1 standards.

The bell holes are located within the USGS 7.5-minute quadrangle map for Sacramento West, Township 08 North, Range 4 East, Section 6, Mount Diablo Baseline & Meridian. • Location E contains two bell holes on the west levee of the Sacramento River, one located at 38.570619°, -121.518943° (8-feet-long x 20-feet-wide x 6-feet-deep) and the second at 38.570610°, -121.518958° (12-feet-long x 20-feet-wide x 6-feet-deep). These bell holes are located within 10 feet of the landside toe and within the USGS 7.5-minute quadrangle map for Sacramento West, Township 08 North, Range 4 East, Section 2, Mount Diablo Baseline & Meridian. • Location F contains two bell holes on the east levee of the Sacramento River, one located at 38.569803°, -121.515618° (8-feet-long x 16-feet-widex 4-feet-deep) and the other at 38.569790°, -121.515635° (8-feet-long x 8-feet-wide x 4-feet-deep). These bell holes are located within 10 feet of the top of the east levee and within the USGS 7.5-minute quadrangle map for Sacramento West, Township 08 North, Range 4 East, Section 2, Mount Diablo Baseline & Meridian.

Reasons for Exemption
The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. The project is also exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Finally, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
