The proposed Project consists of adoption and implementation of the 2025 District Services Plan (DSP) for the District. The DSP provides a comprehensive framework for planning, constructing, operating, and maintaining regional flood control and stormwater management facilities within the District’s service area over the next 10 to 20 years, including an amendment to the District’s Sphere of Influence (SOI) to better align with the City of Fresno’s SOI.
