Document Description
To perform pipeline remediation and removal activities on two pairs of gas transmission pipelines under Three Mile Slough in Sacramento County, California. The scope of work includes removal of previously filled and abandoned, 10- inch diameter pipelines authorized under Board Permit No. 15319. Additionally, placement of rock cover over the parallel 12- and 10-inch diameter transmission pipelines currently exposed within the channel to restore the pipeline cover back to the as-built conditions. Construction activities will require clearing and grubbing of existing vegetation in the work area and involve ground disturbance by heavy equipment along the levee and bank slopes. Placing rock backfill within the channel will be done from a barge. Backfill material requirements will comply with the California Code of Regulations, Title 23, Waters, Division 1 (Title 23) standards. All work will be outside of flood season

Reasons for Exemption
The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Additionally, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
