City Council approval to allow a construction change order for the .completion of all remaining contract work for the abandonment of an existing storm drain that crosses Miramar Road and proceeds north along Dowdy Drive, The original project proposed the abandonment of the existing storm drain and the installation of approximately 622 linear feet (LF) of new 36-lnch-dlameter reinforced concrete pipe, Including associated storm drain cleanouts and trench restoration, Excavation depths range from 19 to 30 feet. The project proposed abandonment of approximately 560 LF of the existing 36-lnch diameter corrugated metal pipe storm drain, including repair of any voids surrounding the pipe and any excavation necessary for access to the existing pipe. The existing underlying easement will be abandoned. The project also includes fill, compaction, and pavement restoration to repair sinkholes related to a water main break within the project area.

The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth In CEQA State Guidelines, Section 15301, Existing Facilities, which allows for repair, maintenance, or minor alteration of existing public facilities; Section 15302, Replacement or Reconstruction, which allows for replacement or reconstruction of existing facilities where the new structure will be located on the same site and have substantially the same purpose and capacity: and Section 15303, New Construction or Conversion of Small Structures, which allows for construction of limited numbers of new small facilities; and where the exceptions listed in Section 15300.2 would not. apply.
