Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-CCA-41273-R3, pursuant to Section 1602 of the Fish and Game Code to the City of Richmond.
The project will remove non-native and invasive plants and trees from a 2.27-acre area along Rheem Creek, and will regrade and revegetate the project area with native riparian plants. The project will widen a section of the channel to increase flow capacity, regrade a section of the channel to remove an existing headcut and restore historic bed elevation, install cobble within the channel bed to address bed erosion, and relocate a section of the channel to reduce the risk to adjacent properties from potential flooding. The project will install vegetated soil lifts to reconstruct and stabilize banks impacted by plant removal and channel modification activities. The project will also install rock slope protection beneath existing culvert outlets within the channel.

The project consists of a restoration or enhancement of habitat for fish, plants, or wildlife, and does not exceed five acres in size. The project also consists of the operation, repair, maintenance of existing public or private structures involving no expansion of existing or former use. The project will not have a significant adverse impact on endangered, rare, or threatened species or their habitat pursuant to section 15065, there are no hazardous materials at or around the project site that may be disturbed or removed, and the project will not result in impacts that are significant when viewed with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
