Document Description
The project will reconstruct Pierson Street from West Third Street to Santa Rosa Creek within the existing public right-of-way. Improvements include roadway reconstruction to an average depth of approximately 0.54 feet, replacement and upsizing of existing underground utilities, storm drain improvements, and pedestrian accessibility improvements.
Approximately 707 linear feet of existing 6-inch water main will be replaced with an 8-inch water main to meet current City standards. Associated improvements include replacement of valves, meter boxes, and water services, and installation of two new fire hydrants to meet current hydrant spacing requirements.
The existing 6-inch vitrified clay pipe (VCP) sewer main will be replaced with approximately 694 linear feet of new 8-inch sewer main, including replacement of sewer laterals, manholes, and cleanouts. Replacement of the existing sewer infrastructure will reduce inflow and infiltration and improve system reliability.
Existing storm drain facilities will be removed and replaced with upgraded storm drain infrastructure, including replacement of catch basins and upsizing of storm drain pipes to meet current hydraulic design standards.
The project will also improve pedestrian and parking areas along the street. Currently, compacted gravel areas adjacent to the roadway are used informally for parking and pedestrian access. The project will widen the paved roadway to incorporate these areas and construct new concrete sidewalks on both sides of the street to improve pedestrian safety and accessibility.
All work will occur within the existing roadway and public right-of-way.

The Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), and Section 15302(c) in that the Project consists of repairs and maintenance of existing streets, sidewalks, and gutters and publicly owned utilities used to provide sewerage or other public utility services. Also the Project consists of replacing and reconstructing existing utility systems involving negligible or no expansion of capacity beyond that required to meet current City design standards.

The Project qualifies for Statutory Exemptions under CEQA Guidelines Section 15282(k) in that the Project consists of the installation, repair, removal, or demolition of existing pipelines as set forth in Section 21080.21 of the Public Resources Code, for a length that does not exceed one mile in length. None of the exceptions to categorical exemptions listed in CEQA Guidelines Section 15300.2 apply to this project.
