Document Description
The Project proposes to restore and enhance approximately 4,340 linear feet of shoreline, and an additional 1,200 linear feet of vegetation management, along the southern edge of Bolinas Lagoon in Marin County, California, to achieve the following Project Goals: 1. Improve overall ecological health and function of Bolinas Lagoon by restoring natural sediment transport and connecting existing shoreline habitats that provide important transitional zones for wildlife. 2. Restore wetland processes and functions along the southern shore of Bolinas Lagoon. 3. Create habitat connectivity to increase resident and migratory bird abundance and diversity along the Pacific Flyway. 4. Strengthen natural processes and provide sea level rise adaptation to improve coastal species resilience to climate change. 5. Implement a community-supported design for a multi-benefit nature-based living shoreline.

Reasons for Exemption
This project is exempt from the California Environmental Quality Act because it entails the habitat restoration and improvement of the coastal marsh habitat in Solinas Lagoon. This includes improvements to the transition zone, coastal dune habitat responses to sea level rise, increase in habitat diversity, and general contribution to improved shoreline wildlife and plant habitat within Solinas Lagoon. Specifically, the project qualifies for the Statutory Exemption for Restoration Projects pursuant to Public Resources Code section 21080.56. The County of Marin has independently determined that the project meets the eligibility criteria set forth in section 21080.56 and the Director of the California Department of Fish and Wildlife has concurred with that determination.
