Document Description
This project will partially fund the acquisition of an approximately 161-acre site (129 acres of surface land and 32 acres of submerged land) in the East Bay adjacent to the Eastshore Freeway. The acreage acquired may increase or decrease depending upon project need and the purchase agreement terms. The Trust for Public Land will acquire and convey the property to East Bay Regional Park District (District), for purposes of creating a regional public park, access trails, and recreational connectivity. The District, through its park planning process, will also work to improve water and habitat quality along the shore and provide needed green space for vulnerable communities living at or near the intersection of Interstate 580, Interstate 80, and other regional roadways which at present prevent overall regional connectivity.

Golden Gate Fields is located on the East Bay shoreline adjacent to the Eastshore Freeway, straddling the cities of Berkeley and Albany. It sits between two sections of McLaughlin Eastshore State Park with the Albany Bulb and Beach on the north and the Tom Bates Regional Sports Complex in Berkeley on the south.

Reasons for Exemption
If Climate Bond funding is appropriated in the 2026-27 state budget to CNRA, the project would be statutorily exempt, as the acquisition’s purpose is to create a regional park. Under PRC §21080.57, "any activity or approval necessary for or incidental to planning, design, site acquisition, construction, operation, or maintenance of public park or nonmotorized recreational trail facilities funded in whole or in part by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Division 50 (commencing with Section 90000))" is exempt from CEQA.
