Reasons for Exemption
This license agreement is categorically exempt from CEQA pursuant to Section 15301, Existing Facilities as it involves licenses for use of multiple existing County facilities, specifically parking lots, involving no expansion of the existing uses as operation of a blood drive for one day at each site does not constitute an expansion of use. Additionally, blood drives at County facilities have occurred in the past and may qualify as a former use. This license agreement is also categorically exempt from CEQA pursuant to Section 15304, Minor Alternations to Land as it involves a blood drive that is temporary in nature with each site having only one day of temporary operation of the San Diego Blook Bank mobiles for the purpose of a blood drive during standard business hours. Further, no exceptions listed in CEQA Guidelines Section 15300.2 apply to the project. The project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; and is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code.
