Reasons for Exemption
The project qualifies for a Class 1 exemption which allows for minor alterations to existing public facilities involving negligible expansion of use beyond that existing at the time of the lead agency's determination. Portions of the Napa State Hospital campus have been determined to make up the Napa State Hospital Industrial District which is eligible for listing on the National Register of Historic Places. However, the proposed project is not located within the historic district or adjacent to the buildings identified as historic resources. Therefore the project will not impact any historic resource. Additionally, should the historic status of any adjacent buildings change in the future, proposed project components could be removed. The State confirms that no exceptions apply which would preclude the use of an exemption for this project.
