Document Description
The project proposes the rehabilitation of a section of the airport general aviation (GA) apron - including the removal and the replacement of existing pavement and aggregate base rock, installation of new aggregate base shoulders and taxiway fillets along the GA apron, and the relocation of taxiline edge lights as well as electrical and storm drain utilities. The project also encompasses the installation of a new pull box and new storm drain pipes. The project will occur within the existing footprint, and does not propose the expansion of existing facilities. Pursuant to Federal Aviation Administration (FAA) Order 1050.1F as it relates to the National Environmental Protection Act of 1969 as amended, the project was reviewed and in a letter dated May 8, 2024 from the U.S. Department of Transportation, FAA, found to be Categorically Excluded.

Reasons for Exemption
Pursuant to CEQA Section 15300, the proposed project would be considered Categorically Exempt based on at least one Exemption Class. According to the County’s resource maps, the proposed project is not anticipated to impact any known environmentally sensitive area, and its impact on the environment is insignificant, individually and cumulatively. There is no reasonable possibility that the project will have a significant effect on the environment, or damage scenic resources because there will be minimal ground disturbance through the proposed apron and taxiway rehabilitation. Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The subject project would therefore be Categorically Exempt from the provisions of CEQA pursuant to Local Categorical Exemption Class 1 (a) and (i), consistent with Title 14 CCR Section 15301 Class 1 - (a) Repair and maintenance of existing roads and streets, including the reconstruction, resurfacing and/or seal coating of the pavement; (i) adding, removing and/or replacing distinctive roadway, runway, or taxiway marking such as painted stripes, raised pavement markers thermoplastic, tape or raised bars; and Section 15304 Class 4 – Minor alterations to land in areas that are already disturbed and developed to ensure proper drainage of the general aviation apron to allow for safe taxing of airplanes to and from the runway. The project site is not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
