The 2026 Active Transportation Plan provides recommended connections and/or improvements between the Thousand Oaks Transportation Center area Park and Ride lots, transit stops, employer centers, commercial areas, residential developments, and trail and bikeway systems within Thousand Oaks as well as neighboring cities, trailheads, and scenic areas. The plan will assist the City of Thousand Oaks in meeting the needs of commuter and recreation bicycle users and pedestrians.

Reasons for Exemption
PRC Section 21080.20 (as amended by SB 922) exempts active transportation plans from review under CEQA. The proposed
plan qualifies for a Statutory Exemption under SB 922 as an active transportation plan because it is a plan developed by a local
jurisdiction (City of Thousand Oaks) that promotes and encourages residents to choose walking or bicycling through the creation
of safe, comfortable, connected, and accessible pedestrian and bicycling networks. Therefore, the project is exempt from CEQA
requirements pursuant to PRC Section 21080.20.
