Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a specialty mixed-light tier 1 outdoor commercial cannabis license submitted on January 11, 2026, by Cicada Ag, LLC. The Project will consist of a specialty outdoor (LCA26-0000011) and a specialty mixed-light tier 1 (LCA26-0000017) cultivation operation located at 24600 East Lane (APN: 032-400-49-00) in the community of Covelo in unincorporated Mendocino County. An existing small outdoor cultivation project (CCL24-0000034) is currently operating on the property. The project will operate within the footprint of previous cannabis cultivation operations. The new project will consist of 5,000 square feet (sf) of full-sun outdoor cultivation and 5000 sf of mixed-light cultivation grown in 8 greenhouses, each 15’ x 100’. No immature plants will be grown on site. Associated facilities found on the premises include an 8’ x 40’ shipping container for fertilizer and pesticide storage, three 10’ x 10’ areas for harvest storage, a cannabis compost/waste storage area, a soil storage area, portable toilets and 4 water storage tanks with a combined storage capacity of 20,000 gallons. Water is supplied by a permitted groundwater well. No processing or packaging takes place on site. Mature plants are harvested and moved to a third-party facility for processing. Electricity is provided by PG&E.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
