The project Is exempt pursuant to Section 15301 because it involves repair and minor alteration of EBMUD's existing pavement network serving Its existing reservoir and pumping plant facilities, with negligible or no expansion of use. The project Is also exempt pursuant to Section 15302 because It involves replacement of EBMUD's existing pavement network serving Its existing reservoir and pumping plant facilities with substantially the same size, purpose, and capacity as the existing facilities.
