Document Description
Rehabilitate and reconstruct pavement at EBMUD facilities and associated access roads. This Project involves the rehabilitation and reconstruction of deteriorated pavement at multiple East Bay Municipal Utility District (EBMUD) facilities and associated access roads in Alameda County and Contra Costa County. Construction activities will include pavement repair, rehabilitation, and reconstruction work such as milling, grinding, crack sealing, pavement stabilization, base repair, and full-depth reclamation. A summary of pavement treatments and project locations in Alameda County is presented in Table A.
Project Purpose and Objectives
EB MUD manages a pavement network of approximately 826,000 square yards of parking lots and access roads at EBMUD facilities. A pavement assessment report, analyzing condition data collected in 2021 and 2022, indicated that EBMUD's average pavement condition index was 48 out of 100. EBMUD is investing in a systematic long-term approach to optimize pavement maintenance and extend the life of its pavement network by applying maintenance treatments proactively.

The project Is also exempt pursuant to Section 15302 because It involves replacement of EBMUD's existing pavement network serving its existing reservoir and pumping plant facilities with substantially the same size, purpose, and capacity as the existing facilities.
