All areas outside of the Adopted Goshen Urban Development Boundary are within the AE-40 (Exclusive Agricultural – 40 acre minimum) Zone, and are subject to change as the scope of the Community Plan Update is determined. The land outside of the unincorporated community of Goshen is within the Rural Valley Lands Plan with a Land Use Designation “Valley Agriculture” and the expansion of the Urban Development Boundary would change the Land Use Designation of the area to “Mixed Use”.
Document Description
The project is proposing updates to the Goshen Community Plan. In July 2025, Tulare County filed an application for a General Plan Amendment to update the Goshen Community Plan to modify the existing Goshen UDB to include additional acreage directly west and south of the unincorporated community of Goshen and to change the Land Use Designation for the expansion area from “Valley Agriculture” to “Mixed Use”. Various studies and reports will discuss possible infrastructure improvements to serve the expanded UDB.
