the expansion of permitted operating hours for pickleball on existing, previously converted tennis courts constitutes a minor operational change in an existing recreational facility. The physical footprint, court surface, and all associated infrastructure remain unchanged. The pickleball use remains within the Town’s Noise Element, therefore, because it is within the Town’s standards, the expanded hours will not result in a noise increase. Noise mitigation measures such as installation of sound blocking curtains, installation of acoustic block material on the courts and use of polycore paddles are already in place. The project is an administrative change to an existing facility and does not have a significant effect on the environment due to unusual circumstances because pickleball play on existing converted courts is consistent with the established recreational use of the facility, generates noise that is within the Town’s Noise Element even at the maximum noise level. Even at the peak noise of ball hitting the paddle, the noise is still within the Town’s standards and would not result in significant noise impacts.

Reasons for Exemption
Tiburon Peninsula Club is an existing public recreational facility designed and constructed for organized athletic recreation. The pickleball courts have a history of similar use because they have been used for two years, and prior to that were used for racquet sport play, including tennis. The expansion of permitted hours is consistent with the TPC’s designed purpose and constitutes normal operations within that purpose. No exceptions under § 15300.2 apply: the facility is not located in a sensitive environment, does not involve unusual circumstances, is not visible from a designated scenic highway, is not listed on the Cortese List, and presents no reasonable possibility of a significant effect on the environment because the noise generated by pickleball is consistent with the Town’s Noise Element.
