Reasons for Exemption
The Ellis Elementary School TK Classrooms project would not introduce a new use, substantially expand an existing use, or substantially increase enrollment at the Ellis Elementary School campus. Ellis Elementary School campus was rebuilt/remodeled in 2024, at which time the number of instructional classrooms on the campus decreased from 46 to 39 classrooms. The existing enrollment at Ellis Elementary School is 732 students. The proposed project would add two modular TK classrooms to the campus with a capacity of 20 students each and, as a result, could increase enrollment by approximately six percent. Therefore, the proposed project would not increase original capacity by more than 25% or ten classrooms.
Per section 15300.2 of the CEQA Guidelines, it has been determined the project is not located on a hazardous waste site, and the project would not affect environmental resources of hazardous or critical concern, result in a significant impact due to unusual circumstances, damage scenic resources, affect an historical resource, or result in a cumulative impact. For these reasons, the project is exempt from the provisions of CEQA.
