Reasons for Exemption
Section 15306 of CEQA Guidelines exempts from CEQA review actions consisting of “basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.” The proposed action includes extraction/analysis of groundwater samples taken from groundwater monitoring wells for the purposes of data collection and research that will not result in a serious or major disturbance to an environmental resource. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15306 of CEQA Guidelines.
