The project utilizes two existing industrial metal buildings and includes installation and operation of two pre-engineered drying silos on equipment pads. No on-site cultivation, extraction, volatile processing, infusion, manufacturing beyond non-volatile post-harvest handling, retail activity, on-site sales, or public access is proposed. All operations occur within existing structures or designated accessory equipment areas, with no expansion of buildings and no new permanent structures proposed. The site plan identifies the silos as drying only, with no volatile processing or extraction proposed. Based on the whole of the record, there is no substantial evidence that the project may result in a significant effect on the environment, and none of the exceptions in CEQA Guidelines §15300.2 apply.
