"As is more fully detailed inthe two (2) attachments titled (i) CALIFORNIA EVNIRONMENTAL QUALITY ACT STATUTORY EXEMPTION FOR RESTORATION PROJECTS CONCURRENCE NO. 21080.56-2026-092-R4, and (ii) California Environmental Quality Act Statutory Exemption for Restoration Projects - Lower Kern River Restoration Project (Request No. 21080.56-2026-092-R4) the Project is exempt from CEQA pursuant to Public Resources Code section 21080.56, commonly called the Statutory Exemption for Restoration Projects (SERP)."
