Document Description
The project consists of the installation of a Flock Safety automated license plate reading (ALPR} camera on behalf of the City of Hayward Police Department. The installation includes a camera and solar panel mounted to an existing traffic signal or streetlight pole within public right-of-way. No ground disturbance, trenching, new pole installation, or expansion of facility capacity is proposed. The purpose of the installation is to assist law enforcement in identifying vehicles associated with criminal activity. The beneficiaries of the project include law enforcement and the public at large, as the installation supports public safety objectives within the City of Hayward.

Reasons why project is exempt: Section 15301{b) specifically refers to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The proposed installation of the camera and solar panel mounted to an existing traffic signal pole involves no ground disturbance and constitutes a minor alteration of an existing facility within the roadway right-of-way. The footprint of the proposed installation is very minimal compared to the other classes of activities listed in Section 15301(b). As such, the project involves a minor alteration of an existing facility under Section 15301 of the CEQA Guidelines and no further CEQA review is required.
