Project Description
Project Location:
Oakwood Road: Nelson Road to Van Allen Road; Amerigo Road: south end to Oakwood Road; Nelson Road: Gawne Road to north end; Stow Avenue: Gawne Road to north end. See attached Vicinity Map.
Project Justification:
Oakwood Road’s original construction date and method are unknown. Oakwood Road is a 20-foot-wide local road, that was chip sealed in 2009 and 2019 and had a restoration in the year 2020. The Average Daily Traffic (ADT) is 164 and the 2024 Overall Condition Index (OCI) rating is 66.18. Amerigo Road’s original construction date and method unknown. Amerigo Road is a 12-foot-wide local road and was last chip sealed in 2019. The ADT is unknown and the 2024 OCI rating is 28.96. Nelson Road’s original construction date and method are unknown. Nelson Road is a 22-foot-wide local road that was chip sealed in 2011 and 2019. The ADT is 27 and the 2024 OCI rating is 43.85. Stow Avenue’s original construction date and method are unknown. Stow Avenue is a 14-16-foot-wide local road that was last chip sealed in 2019. The ADT is unknown and the 2024 OCI rating is 38.57.
Oakwood Road Area Streets consists of 4 roadways with extensive areas of alligator and longitudinal cracking along with severe rutting on Stow Avenue. Amerigo Road and Stow Avenue have isolated areas of ponding along the shoulder that are encroaching onto the roadways.
Scope of Work:
The project will consist of:
1. Placing 0.17 feet of Hot Mix Asphalt (HMA) (Type A) on Amerigo Road, Nelson Road and Oakwood Road: (14-24 feet wide).
2. Pulverizing and recompacting 0.25 feet of existing roadway and placing 0.25 feet of HMA on Stow Avenue.
3. Repairing Pavement structural failure areas on Amerigo Road, Nelson Road and Oakwood Road with full depth 0.25 feet of HMA (Type A).
4. Replenishing shoulders with 4-foot-wide shoulder backing: 2 feet at (8%) and 2 feet to conform.
5. Constructing HMA (Type D & Type E) Driveways.
6. Adjusting 2 existing survey monument frames and covers on Nelson Road to finished grade.
7. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
8. Repairing eroded shoulder at existing 30-inch Reinforced Concrete Pipe (RCP) on Stow Avenue.
9. Performing Earthwork (Miscellaneous Areas) where water ponds along the roadway Edge of Pavement (EP).
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
