Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Micro-business License submitted on 09/18/2025 by James Kim. The Project will consist of a cannabis microbusiness with retail, distribution, and infusion activities located at 754 East Arrow Highway, Covina, CA 91722. The APN is 8405-003-032. It will operate out of an existing 34,324 SF building area on a lot area of 92,324 SF. The applicant will occupy a 4600 SF portion of the building complex and have associated interior tenant improvements. There will be 12 individual tenant spaces ranging from a brewery, barber shop, professional office, restaurant, etc. The hours of operation will be Monday through Sunday 9:00 am to 9:00 pm with deliveries reflecting the same hours. Online delivery orders will not be accepted after 8:00 pm to ensure that all orders are fulfilled by 9:00 pm. During the initial opening, the applicant will hire approximately 50 to 60 employees for facility operations. For the morning shift, approximately 8 employees will be on-site for the retail component of the business. During peak hours of operation, typically from 4 to 6 pm, the number of retail employees will increase to approximately 12. A total of 40 retail employees are expected to be staffed for the grand opening. For the distribution component, there will be 2 employees on-site, while 1 employee will be out on delivery routes to dispensaries. A total of 4 distribution employees will be present for the grand opening. For the manufacturing component, there will be 2 to 3 employees on-site at any given time, with a total of up to 5 employees on the payroll.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project.
Class 32 Categorical Exemptions consist of the environmentally benign infill projects that are consistent with the General Plan and Zoning requirements. This class is not intended for projects that would result in any significant traffic, noise, air quality, or water quality impacts. This exemption is not limited to any use type and may apply to residential, commercial, industrial, public facility, and/or mixed-use projects. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
