Document Description
To install a stream gage and a conduit. The stream gage will be a steel remote terminal unit that consists of a data logger, a bubbler unit, battery, a solar panel, and satellite radio telemetry equipment. It will be mounted to two steel mast posts with concrete footings. A two-inch rigid metal conduit will be secured to the streambank with metal stakes, and a bubbler line will run through the conduit that terminates at the toe of the channel. A fiberglass staff gage will be bolted to a piece of steel angle iron that will be pounded approximately three feet deep into the streambed. All excavated soil will be reused to backfill the concrete footings.

The proposed project is located on the left bank of the North Feather Fork River at the High Bridge Campground, located approximately 5-miles northwest of the city of Chester, in Plumas County (40°20'23.0"N, 121°18'36.2"W).

Reasons for Exemption
The project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. In addition, the project is exempt from CEQA under the Class 6, Information Collection categorical exemption (California Code of Regulations, Title 14, Section 15306), because the activity consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
